There are always 13 Apostles so long as Apostolic callings are filled. That said, you are probably talking about the days of either Brigham Young or John Taylor before the First Presidency was organized for a few years.

What about when Brigham Young ordained 3 of his sons as apostles, one of whom was only 11 years old? Or when David O’McKay called extra counselors in the First Presidency?

I think your question should be When were there 13 Apostles in the Q12? Most recently, Alvin Dyer was ordained an apostle, but never in the quorum. Also, BY had a couple sons ordained apostles (John–never in the Q12 and BYjr) who weren’t in Q12. There are probably others.
